Of course you can advertise with Google for paid advertising. This is the fastest way to get a top ranking in Google, but the question is whether this is a good long-term solution. Optimize for search engines
The texts in your browseable PDF are searchable. This gives you the opportunity to use words that your readers will search for when they want information about a particular topic. Using the <meta name=”keywords” content=”keyword 1, keyword 2”> in the header of your website is outdated as far as Google is concerned. Bing and Yahoo still use this meta tag, although Yahoo counts it as the lowest factor. Since Google has 95% of the market in the Netherlands, it seems useful to focus on this.

With links, Google looks at, among other things, the quality of the page where the link is located, whether the content and link are relevant, whether the number of links to your website has not grown too quickly, whether the link ends up on an existing page and is therefore not error 404 shows whether it is a paid link etc.
If your website or browseable PDF contains good content such as texts, images, products and downloads, a good and natural link profile will automatically arise.
